Why are all the closing "?>" missing in 1.3.0 f

The following question was asked in a PM recently and is an excellent question, so I thought I would post it here for ALL:

Yes, absolutely. That is actually how EVERY include/include_once/require/require_once file should be. Unfortunately, there are so many RN scripts, that is would take some time for that team to change them all, but they probably should. It keeps from having the old "headers already sent" issue occur when someone accidentally adds an empty line at the end...

Many frameworks in use today are like this. E.g., CodeIgniter and ZendFramework.
